This position is located at the Department of Commerce OIG, Office of Audit and Evaluation (OAE), it involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13; however, a selection can be made at any of the following grade levels. As an Auditor, you will perform the following duties: Develops audit and evaluation guides/programs covering highly complex functions of a major Department function or multi-mission activity or develops segments of audit and evaluation guides/programs for highly complex agency-wide or major corporation audits and evaluations. Plans work requirements to meet assigned audit and evaluations objectives to include developing timeframes and resources needed to complete the assignment. Researches background information and applicable laws, directives, regulations, manuals, prior studies, and audit and evaluation reports to gain a thorough knowledge and understanding of area(s) pertinent to the audit. Writes and develops major areas of audit and evaluation plans/programs clearly defining the scope of the effort and the steps necessary to accomplish project objectives. Creates proposals for future audits and evaluations required by law, issues identified as high-risk or critical by the Department, and areas expected to result in potential monetary benefits to include scope and objectives of prospective audits and evaluations. Prepares detailed working papers to document work accomplished. Responsible for the evaluation of management processes and ensures ideas, facts, conclusions, and recommendations are clearly, concisely, and logically presented. Responsible for summarization of audit and evaluations results and actions taken to address identified management issues. Demonstrates an expert working knowledge of generally accepted government auditing standards (GAGAS); quality standards for Inspection and Evaluation (CIGIE); and the OAE policies and procedures; and complies with these standards for data analysis efforts. Assists outside agencies, as directed, in the conduct of external audits or including laws and regulations. The auditor uses professional judgment in developing an audit and evaluation approach and formulating recommendations dealing with a variety of accounting and auditing questions. Such questions frequently require making assessments based on estimated input or projected situations. Communicates orally virtually or in person and in writing, with audit and evaluation management and auditees, including when views inconsistent with audit and evaluation findings are presented. Serves as advisor to audit management and program officials on audit/evaluation-related issues and audit liaison responsibilities.
Requirements

Merit Promotion candidates (Federal employees) must meet time-in-grade requirement by the announcement closing date. Basic Requirements: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hour Applicants MUST fully demonstrate all the following for the grade(s) level to be considered. To qualify for the GS-11 level, you must possess at least education and/or combination of education and one full year of specialized experience equivalent to the GS-09 level, that includes: Conduct thorough research in preparation for planning, coordinating, and conducting comprehensive audits or evaluations; Assists in developing audit or evaluation programs; Prepares and maintains work papers to support work and analysis; Assists in preparing reports, interview summaries, or briefing materials that cover review findings. To qualify for the GS-12 level, you must possess at least one full year of specialized experience equivalent to the GS-11 level, performing all of the following: Prepare reports, interview summaries, or briefing materials that cover review findings Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology; Collecting, analyzing, and summarizing audit or evaluation data to support conclusions; Participates during entrance and exit conference briefings to present audit or evaluation objectives and potential findings to auditees To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level, performing all of the following: Developing comprehensive program or operation review plans to include establishing scope, methodology, and objectives; Advising others in conducting audits, evaluations or review assignments; Writing, editing, and reviewing products covering work performed and conclusions reached; Orally presenting work performed and conclusions reached to inform decision makers
