PROGRAM ANALYST (JOINT EXERCISE PLANNER)

The primary purpose of this position is to serve as Training and Exercise Planner providing planning, analysis, design, development implementation, and evaluation of training events for both internal and external audiences; to sustain joint force readiness throughout the United States Central Command (USCENTCOM) Area of Responsibility and to develop, plan, and prepare to execute battle staff training and exercises.


Plan, organize, and direct the activities of the USCENTCOM training and exercise program. Develop goals and objectives that integrate organization and USCENTCOM training objectives that meet National Defense Strategy objectives and Command CENTCOM Campaign Plan objectives. Research, interpret, analyze and apply U.S. military and USCENTCOM area of responsibility host nation military requirements and capabilities. Meet with key exercise coordinating officials to assess planning progress, explain USCENTCOM Command policy and procedures, and resolve challenges that arise. Responsible for providing key input and shaping guidance on the design, planning, coordination, and execution of the Command's Battle Staff Exercises and Mission Rehearsal Programs that prepare USCENTCOM, Combined and Joint Task Force Staffs. Assist with the development of budgets for the Exercise Program and provide in-direct oversight and briefings on the OSD Joint Training Exercise and Evaluation Program (JTEEP) ($240 million (FYDP) and USCENTCOM Title 10 Section 321, Training with friendly foreign countries.


Requirements

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which may have been gained while managing, coordinating, and assessing the productivity, effectiveness, and efficiency of large scale, complex training and exercise programs that are critical to achieving objectives; enhancing readiness across multinational, coalition, and partner organizations and planning, managing, and coordinating complex training and exercise programs that are critical to achieving command/organizational objectives. Knowledge of qualitative and quantitative techniques, management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate exercises and programs. 2. Knowledge and practical experience in combat and non-combat operations, including Joint Exercise and Training processes, to oversee strategy development, policy implementation, and long-term planning for Mission Rehearsals and crisis response exercises. 3. Knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting organizational exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment. 4. Skill and ability to plan and organize complex exercises and provide technical expertise in the execution and evaluation of battle staff training events. 5. Ability to analyze and adjust work operations across multiple organizational segments, ensuring program requirements and objectives are met through efficient resource allocation and reallocation. 6. Ability to communicate effectively, both orally and in writing, with senior leadership ensuring clarity in conveying policy, planning, and operational recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
