PROGRAM ANALYST

This position is located in the Office of Budget and Program Management within Agricultural Research Service. This position serves as the operational integrator within the Research Support Office, ensuring strategic priorities are translated into coordinated local execution.


  • Monitors organizational priorities and ensure assignments are appropriately routed, tracked, and completed within established deadlines.
  • Serves as the principal operational liaison between Research Support Office, Agency Chief of Staff, and other headquarter organizations to coordinate cross-functional initiatives and executive priorities.
  • Ensures the research support office leadership is informed of enterprise priorities, policy changes, and executive directives impacting operations.
  • Coordinates preparation of executive briefing materials, decision papers, talking points, and background information for senior leadership engagement.
  • Develops executive dashboards, action trackers, and status reports that provide leadership with real-time visibility into critical initiatives and operational performance.

Requirements

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: GS-12: Applicant must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience includes: Coordinating administrative, operational, and program activities for a senior leaders or organizational office; tracking organizational priorities, projects and assignments, and deadlines to ensure timely completion; preparing executive correspondence, briefing materials, reports, presentations, and meeting documentation; reviewing information from multiple program areas to identify issues, recommend solutions, and support leadership decisions; Coordinating meetings and engagements involving internal and external stakeholders; and improving administrative processes, internal controls, communication practices, or workflow efficiencies. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
